Spain's Ministry for the Ecological Transition (MITECO) opened public consultation on 2 July on a draft Royal Decree that develops Real Decreto-ley 7/2026, the urgent energy package approved in March under the government's response plan to the Middle East crisis. The consultation runs until 13 July, giving companies and industry bodies a short window to comment before the text is finalised.
The headline measure for wind operators is a new procedure for allocating grid-access capacity at nodes currently reserved for competitive tender. One of the two procedures created by the draft decree is aimed specifically at repowering, prioritising applications by the age of the existing installation and by environmental sensitivity criteria. A second procedure is aimed at self-consumption projects in manufacturing industry, a separate but related push to unlock capacity at constrained nodes.

Real Decreto-ley 7/2026, in force since March, already gave repowering projects a lighter environmental review, limiting the impact assessment to the incremental effect of the modification rather than re-running a full assessment of the original project, and capping the additional capacity allowed under this route at 25 percent above the plant's original installed capacity. What was missing was a clear path to secure grid access for that additional capacity at nodes where access is otherwise allocated by tender. The July draft decree fills that gap.
For operators with ageing onshore wind assets, most built well over a decade ago, the combination matters. The environmental review shortcut lowers the cost and timeline of repowering, and the new access procedure removes the uncertainty of competing in a general tender for the incremental capacity. Sites that were marginal on a repowering business case before now have a clearer, faster route to justify the investment, assuming the procedure clears the consultation broadly intact.
The draft decree also touches storage more broadly. Reversible pumped-hydro plants would be allowed to incorporate new power-electronics technology, and concentrated solar plants could expand their solar field and add thermal storage. On the network side, the text promotes dynamic line rating, using sensors and environmental monitoring to increase the transport capacity of existing lines without new build, which should ease the connection queue for both new renewable generation and repowered assets. It also removes, in certain cases, the requirement for developers to prove technical, legal and financial solvency directly to the CNMC when that is already guaranteed through other supervisory mechanisms, a procedural simplification rather than a substantive change.
None of this is final. The text is in public consultation until 13 July, and the detail of how repowering applications will be scored against the age and environmental criteria, and how the 25 percent capacity cap interacts with the new access procedure, will only be settled once the decree is approved. For asset managers weighing a repowering decision this year, the direction of travel is clear even if the mechanics are still being finalised: Spain is building a faster lane for exactly this kind of project, and the assets that move early are likely to benefit most from a procedure that favours age and environmental profile.
